Experience in the work.
Invested in the outcome.

Milagros Garcia is a Dallas-based political analyst, organizer, and strategist who has spent her career working alongside communities fighting for dignity, access, and political power.

From securing $13 million in scholarships for Dallas students, to defeating a 287(g) ICE enforcement agreement at Dallas City Council, to publishing political intelligence on the 2027 Dallas mayoral race — her work is rooted in relationships and a deep commitment to her city.

The Miracle Movement is how she does that work — as a consulting practice built on the belief that communities deserve strategy that's honest, grounded, and built to last.

Six areas.
One through line.

01

Organizing & Policy

From building coalitions to showing up at City Hall — helping communities turn their power into action. Campaign strategy, policy research, bilingual engagement, and the behind-the-scenes infrastructure that makes movements move.

02

Electoral

Good candidates need more than a good message — they need someone who understands the community, the landscape, and how to build a winning operation. Organizing instincts applied to electoral work that connects authentically with voters.

03

Political Intelligence

Research, analysis, and strategic briefings for organizations and campaigns navigating complex political landscapes. Current work includes Dallas 2027: A Political Intelligence Brief — The Road to 28, tracking the organizing, financial, and ideological terrain leading into Dallas's most consequential mayoral race in a generation.

04

College Access

For first-generation and undocumented students and their families, navigating higher education can feel impossible. Personal understanding and professional experience — helping students find their path, access financial aid, and believe that college is for them too.

05

Event Planning

From community education events to coalition convenings and cultural programming — producing events that are intentional, well-executed, and rooted in the communities they serve. Current programming includes the October 10th Salsa 101 launch event in Dallas.

06

Writing & Political Analysis

Public-facing political analysis, civic education writing, and strategic communications. Current work includes Little Girl Political Dreams, a memoir-style Substack series exploring identity, organizing, and power — and Dallas 2027: A Political Intelligence Brief, tracking the terrain leading into Dallas's most consequential mayoral race in a generation.

The analysis.
In public.

Little Girl Political Dreams is a memoir-style political Substack series exploring identity, organizing, mythology, and power — tracing how one girl from Oak Cliff learned to read the world and decided to change it.

Chapter 1 — From Myth to Organizing: The Hero's Journey — is live now.
